India is a net importer in the broad polyester customs basket
The gap is material: imports were almost six times exports by weight in 2023. This is the best open-data proxy for the supply imbalance — but it is not a pure powder-resin number.

Exports

US$48.49m • 2023
Net import

China supplied US$94.55m — 34.9% of India’s HS 390799 import value and 53.39 kt (45.4% of imported weight).
Do not call this “powder resin imports.” HS 390799 also contains other primary-form polyesters, including polyester polyols.

India’s demand is real; China’s installed ecosystem is much deeper
These are revenue estimates from different studies and years, so use them to understand scale—not to calculate a precise market-share percentage. The common signal is clear: India is growing into a serious demand centre from a much smaller base.

Resin is the performance platform; colour makers control the visible decision
This is why a local resin strategy and a local powder-colour strategy must move together. A competitive flake is not enough if the formulation cannot deliver repeatable colour, flow, cure and outdoor durability on the customer’s line.

Where India can close the gap—and where it should not try to copy China
The goal is not to recreate every Chinese grade. It is to make the combinations Indian formulators buy repeatedly, then move into higher-value outdoor and energy-saving systems.
First, Define the Product Correctly
“Polyester resin” is not a sufficiently precise buying term.
It can refer to unsaturated polyester for composites, liquid polyester polyol for polyurethane, coil- and can-coating resin, or the solid saturated polyester flake used in thermoset powder coatings.
This article is about the last of those: normally a solid, saturated, carboxyl-functional resin designed to react with epoxy, TGIC or HAA after extrusion and bake.
The distinction is essential because public customs data do not isolate it. The closest globally comparable code, HS 390799, is “other polyesters, in primary forms”.
It includes more than powder-coating-grade saturated polyester; other polyester resins and polyester polyols can sit in the same basket.
We use it as a transparent indicator of broad polyester-resin trade exposure, not as a claimed powder-resin market size.
A formulator should buy performance, not a generic name.
The useful control points are acid value and functionality for cure, Tg for storage and hardness, melt viscosity for extrusion and flow, resin colour, gel time, and the recommended resin-to-curative ratio.
A cheaper flake can be expensive if it increases extrusion scrap, narrows the bake window or forces a colour package to be rebuilt.
- Specify “solid saturated polyester resin for powder coatings”, then state the cure chemistry and ratio.
- Request grade-specific acid value, Tg, melt viscosity, colour, gel time, cure schedule and recommended crosslinker ratio.
- Use HS 390799 only as a public trade proxy; verify actual powder-grade volumes in supplier and internal purchasing data.
India’s Import–Export Reality: A Large, Measurable Gap
The clearest open-data signal is an import imbalance.
In calendar 2023, India imported 117.69 million kg of HS 390799 material, valued at US$271.19 million, according to UN Comtrade data displayed by the World Bank’s WITS portal.
India exported 19.821 million kg worth US$48.491 million. The arithmetic is a net import of 97.869 million kg and a trade deficit of US$222.696 million for the broader product basket.
China was the largest single supplier: US$94.545 million and 53.390 million kg. That equals 34.9% of India’s global HS 390799 import value and 45.4% of import quantity.
Thailand was second by value at US$40.119 million, followed by Korea at US$20.795 million, Chinese Taipei at US$18.440 million and the United States at US$18.287 million.
The mix shows both Asian scale supply and specialty-grade dependence.
Exports are a useful foothold, not proof of self-sufficiency.
India shipped US$48.491 million in 2023, led by the UAE (US$7.166 million), Bangladesh (US$4.999 million), Indonesia (US$4.948 million), Türkiye (US$2.986 million) and Vietnam (US$2.813 million).
These are logical nearby markets for qualified export-grade powder-resin systems, but the volume gap remains stark.
- Imports, 2023: 117.69 kt / US$271.19m; exports: 19.82 kt / US$48.49m; net imports: 97.87 kt / US$222.70m.
- China supplied 53.39 kt / US$94.55m: 45.4% of imported weight and 34.9% of value in the HS 390799 proxy.
- These are calendar-year gross trade figures, not domestic consumption and not a unique saturated-powder-resin code.
India vs China vs Global: Scale, Demand and the Right Interpretation
China’s advantage is ecosystem depth. Grand View Research estimates China’s powder-coating market at US$4.647 billion in 2022, projecting US$7.050 billion by 2030.
It is not an official production census, but it captures the downstream base that supports broad resin portfolios, multiple curing chemistries, pigment and effect suppliers, equipment makers and fast iteration between resin maker and powder formulator.
India is smaller but not marginal.
The same research publisher estimates India’s powder-coatings market at US$811.4 million in 2025 and identifies polyester as its largest resin segment, with 34.39% of 2025 revenue in that study.
Use that as a directional demand signal, not as tonnes of resin sold.
Appliances, metal furniture, electrical equipment, automotive components, architectural aluminium and general fabrication all create recurring demand for durable powder finishes.
Globally, saturated polyester resin is estimated at US$6.3 billion in 2026, rising toward US$7.9 billion by 2030 at 5.7% CAGR.
Asia Pacific represented 61.2% of 2023 revenue; powder coatings were the largest end use and solid resin the largest material segment.
Different research studies have different boundaries, so do not turn them into fake market-share math.
The durable conclusion is that powder is a major and growing outlet for solid saturated polyester, with Asia at its centre.
- China’s lead is not just low-cost resin; it is an end-to-end formulation ecosystem.
- India’s advantage is demand growth, proximity, technical service and the ability to co-develop with local powder makers.
- Compare market-research figures by scope and base year, not as if they are audited cross-country shares.
What Is Happening in Powder-Coating Resin Now?
The market is moving from “a reliable standard flake” toward “a reliable formulation platform”. Indoor 50:50, 60:40 and 70:30 epoxy-polyester hybrids remain volume products.
Outdoor 93:7 polyester/TGIC systems remain important for weatherability.
But development is concentrating on TGIC-free HAA systems, superdurable exterior grades, lower-temperature or faster cure, thin-film flow, low-gloss control, metallic and bonded effects, and textures that remain consistent from batch to batch.
Energy is one commercial driver.
A resin-curative package that lowers bake temperature or shortens dwell can reduce oven energy and improve throughput—but judge it at actual metal temperature, part geometry, film build and completed-panel performance, not a brochure claim.
The same discipline applies to “superdurable”: evaluate the relevant weathering panel and customer specification, not a generic label.
Powder’s low- or zero-VOC advantage remains a major tailwind, but production still has dust, recovery, cleaning-loss, colour-change and exposure challenges.
The winning resin offer is therefore stable material plus processing guidance, colour-formulation compatibility and help resolving line-level defects.
- Volume base: indoor hybrid systems. Growth frontier: exterior, HAA/TGIC-free, superdurable, low-bake and specialty appearance.
- Evaluate cure by completed panel performance at actual metal temperature—not nominal oven set point alone.
- For powder makers, technical service and batch-to-batch consistency are as commercial as delivered price.
Who Matters: An Ecosystem Map, Not an Invented Market-Share Table
There is no credible public, current market-share table for powder-coating-grade saturated polyester resin in India. Do not invent one.
Publicly visible India-based examples include Aditya Birla Chemicals,
which states it produces solid saturated polyester resins at Vilayat for powder-coating formulations alongside epoxy resin; Tough Color Resins, which markets hybrid saturated polyester grades; Advance Powdertech & Resins; and Kanoria Chembond.
These are active supplier examples, not a revenue ranking or endorsement.
Imported-grade distribution remains important. BalaChem identifies itself as the India partner for South Korea’s Inopol and offers hybrid and TGIC systems.
This is commercially useful for customers who need a qualified imported grade, but it also shows the opportunity for local substitutes that reproduce performance and provide faster technical support.
Globally, allnex’s CRYLCOAT portfolio is a recognised powder-resin reference.
The broader supplier set named in Grand View Research includes DSM, allnex, Arkema, IGM Resins, Mitsubishi Chemical Group, Polynt, Hexion, Evonik, BASF, Ashland and Sika.
In China, the China Coatings Industry Association’s powder-coating branch publishes industry rankings,
while specialist producers publicly offer TGIC, HAA, hybrid and low-temperature polyester systems.
Treat all supplier lists as a qualification starting point, not a conclusion about size or approval status.
- Ask every candidate for a grade-specific TDS/SDS, three recent COAs, application recommendations and a sample-batch traceability plan.
- Qualify a local source plus an alternate imported source for critical grades; the best split differs by product line.
- Check current production status, exact availability, regulatory fit and customer approvals directly with the supplier.
India’s Real Gap: Repeatable Performance, Not Capacity Alone
A powder plant does not buy “polyester”; it buys a particular grade that must process the same way in a given extruder, accept a pigment package, hit a cure window and pass adhesion, impact, gloss and weathering expectations.
Establishing local versions of high-rotation standard grades builds volume and learning.
Reproducing specialised outdoor, low-bake, matt and effect grades requires stronger analytical, application and customer-validation capability.
The next gap is feedstock and process integration. Polyester economics are linked to diacids/anhydrides, glycols, catalysts, energy, freight, currency and inventory.
China’s edge comes from a broad upstream and downstream base, not one resin reactor.
India should reduce exposure through dual-qualified feedstocks, local logistics, disciplined inventory and long-term demand signals—not by assuming import substitution is automatically a technical solution.
The most underappreciated gap is colour collaboration. Resin, pigment, aluminium effect, filler, flow additive and extrusion settings interact.
A local resin supplier that helps a colour maker hit shade, gloss and recoat consistency creates far more value than one offering a generic flake at a small discount.
The proof should be a controlled formulation file with panel data, not an unverifiable performance promise.
- The KPI is approved tonnes with low batch variation and low customer line-trial failure—not nominal reactor capacity.
- Build around specifications, testing and technical service—not a one-off grade match.
- Bring pigment and effect suppliers into resin qualification early, particularly for metallic, matt and texture programmes.
A Practical Roadmap for Indian Resin and Powder-Colour Manufacturers
First, standardise. Choose the high-turn grades in your target customer base and lock tight windows for acid value, Tg, melt viscosity, colour and gel time.
Run comparable pilot and commercial batches with the customer’s own pigment, additive and extrusion process.
A claimed equivalent should be tied to a named benchmark and a documented test method.
Second, differentiate collaboratively.
Build joint development cells with powder coaters, pigment/effect suppliers and applicators around HAA/TGIC-free, low-bake, superdurable, matt, texture and bonded-metallic systems.
The output should be a qualified package: resin grade, curative, pigment/additive recipe range, extrusion window, bake schedule and panel-performance target.
That is much harder to commoditise than a generic resin data sheet.
Third, export evidence. India’s 2023 HS 390799 exports already have footholds in the UAE, Bangladesh, Indonesia, Türkiye and Vietnam.
Start where freight and service are manageable, then win repeat orders with consistent COA, English SDS/TDS, batch traceability, required market-compliance checks and end-use-relevant panels.
Export growth should follow approved formulations, not precede them.
- Start with four measurable outputs: grade consistency, panel performance, line processing and delivered cost.
- Build application packages for outdoor durability, low bake, matt/texture and metallic effects—not just resin brochures.
- Use South Asia, ASEAN and Gulf routes to prove export-grade documentation and technical support.
Buying Checklist: How to Switch Resin Without Creating a Colour Problem
A resin switch should be a controlled technical qualification, not simply a purchasing action.
Start by naming the system—hybrid, TGIC, HAA, urethane or another chemistry—then define resin:curative ratio, shade/effect class, gloss, film build, substrate, pretreatment, metal temperature, dwell and performance standard.
Without that context, two TDS sheets cannot be fairly compared.
Run a laboratory screen and a production-representative trial.
Record extrusion torque and temperature, chip quality, grindability, particle-size distribution, fluidisation, electrostatic application, gel time, gloss, appearance, impact, bend, cross-hatch adhesion, humidity/corrosion and weathering where required.
Reclaim behaviour and colour-change cleaning can be more valuable than a small raw-material saving.
Finally, isolate the cause when a panel fails. The defect may come from resin, curative, pigment, additive, filler, extrusion temperature, contamination or application.
The supplier who helps find the variable is substantially more valuable than one who only supplies material.
- Specify chemistry and application conditions before asking for a resin quote.
- Compare samples with the same pigment/filler/additive package and production-representative process window.
- Approve on repeat batches and panel evidence—not one attractive laboratory result.
Bottom Line: India Wins by Owning the Formulation Interface
China will remain the benchmark for breadth and scale.
India should not claim the gap has vanished: the 2023 HS 390799 trade balance still points to material import exposure, and Chinese supply remains a large part of that basket.
Yet India’s growing powder demand, local producers, broad downstream manufacturing and nearby export markets make a stronger position practical.
The winning Indian proposition is not “made locally” alone.
It is stable resin chemistry, qualified alternate feedstocks, fast technical response, co-developed colour/formulation packages and proof on the coated part.
Resin makers need application and analytical investment; pigment and powder makers need to involve suppliers earlier and share enough process information to qualify performance properly.
That is how India can move from importing a broad basket of polyester products to exporting more approved, higher-value powder-coating solutions: not by chasing every grade, but by becoming exceptionally dependable in the grades and formulations customers repeatedly need.
