TIPA (CAS 122-20-3) is a tertiary amine used to improve the efficiency of cement grinding. More importantly, it acts as a 'Strength Enhancer', increasing the late-stage (28-day) compressive strength of cement and concrete by improving the hydration of silicates. It is also used as a cross-linker in PU foams and a neutralizer in coatings.

Pure TIPA is a solid that melts around 45°C. Commercial TIPA 85% contains 15% water to keep it liquid at room temperature, though it can still turn into a paste in winter.
It reduces the surface energy of cement particles, preventing them from sticking together (agglomerating) or coating the grinding balls, increasing mill output.
It is an irritant but generally considered low toxicity compared to other amines.
